LG G Pad 7.0 LTE V410 Stuck in Cyogen Recovery with no os

I am stuck with os and cyogen mod recovery and need help installing twrp so i could flash a zip onto it. i have tried using lg mobile support tool and it gets to download page then does not show static bar. .
