Smart manager and battery notification

Hi i have problem with battery notification , when i have 100% earlier , i have notification " battery is full u can unplug ...... "
now , of the week ( at the weekend ive loaded updates with smart manager) i dont have this notif. what is wrong?
And next problem is smart manager , when i go to smart man , storage i see spinning wheel and spinning and spinning still spinning , i cant clear unnecessary data . and when i go to smart manag. , battery He still teaches the patterns of use.
